INJECTING EQUIPTMENT
Youth workers may also find or receive controlled drugs. They should guard against allegations of possession by following guidance in Managing Use.
Paraphernalia - It is an offence to supply or offer to supply articles for the administration of unlawful controlled drugs (does not include syringes). It also covers the supply of articles for preparation. This means that bongs, pipes, foil, tourniquets etc can be seen as paraphernalia. The law has now softened to permit drugs agencies to offer safer injecting kits, citric acid, filters, and water for safer preparation of heroin injections.
Hypodermic Syringes – There is no legal restriction on who can supply syringes. However, anyone distributing injecting equipment should be trained competent and covered by the policy of their organisation
Traces of substances – There may be traces of substances in used syringes, and paraphernalia e.g. bongs. Handling and keeping used paraphernalia could leave you open to allegation of possession. Although this is rare always follow the procedures for handling substances if you take possession of paraphernalia that has been used.
Sharps Bins - Sharps Bins are used for the safe disposal of syringes and needles. They are not themselves illegal but again you should be careful of possible legal problems related to traces of substances left in syringes, disposal of waste, and accusations of condoning use.
